General Discharge Permit
General Permit for Discharges from Marinas including Boat Yards and Yacht Basins

Important Announcement - Proposed Draft for General Discharge Permit No. 16-MA (NPDES No. MDG99) to replace the 10-MA
The Department proposes to reissue the State/NPDES General Permit for Discharges from Marinas, Including Boat Yards and Yacht Basins.  The renewal permit, recognized as the 16-MA, applies to stormwater and wastewater discharges from marinas, boat yards, and yacht basins in the State of Maryland, if the facility performs maintenance activities on site.
The renewal permit requires specific control measures at the facility including standards and limitations for process water and required best management practices for minimization of stormwater pollution.  Numerical test results shall be submitted to the Department electronically via discharge monitoring reports.  The permit further proposes requirements for quarterly visual examinations for stormwater and annual comprehensive site inspections.  For facilities requiring stormwater coverage but without exposed pollutants or process water discharges, a procedure is specified for obtaining a No Exposure Certification.
A public hearing concerning the tentative determination will be held on Friday, December 2, 2016 at 1 pm in the Terra Conference Room of the Maryland Department of the Environment main offices, located at 1800 Washington Blvd., Baltimore, MD 21230.  Written comments regarding the tentative determination should be submitted as directed in the public notice.  For questions regarding this permit, please call the Industrial and General Permits Division at (410) 537-3323.

The 10-MA permit has been administratively extended beyond its expiration date of February 28, 2016.  The terms and eligibility requirements under that permit continue in full force and effect until a final determination is issued on the 16-MA permit.  Those registered under the 10-MA permit will continue to receive notification letters regarding progress of the renewal.  This page will also be updated regularly to reflect current status.
