Operator Guidance All community and non-transient non-community public water systems must employ a certified operator. Transient non-community water systems that use surface water or groundwater under the direct influence of surface water also must have a certified operator. The Maryland Board of Waterworks and Waste Systems Operators establishes standards for operators, and is responsible for issuing certifications. For more information:
